About ELELTECH 2021

This conference will focus on various aspects related to e-Learning, mobile learning, curriculum design, content development, immersive learning, remote classrooms, virtual labs, assessment methodologies, multimodal learning analytics, ubiquitous learning, accessibility & delivery issues, open standards, personalized learning and case studies. It will also suggest the best possible solutions and focus areas where we need to concentrate in developing applications and technologies and aim to bring the benefits of e-learning (in terms of providing scalable, secured, quality, accessible, personalised, localized and just in time learning) to every nook and corner. Theme of the conference is “E-Learning: A Game Changing Technology during COVID-19 Pandemic”. ELELTECH 2021 is designed to identify the tools, technologies, applications and implementation approaches that are needed to foster more comprehensive online learning environment. The Conference comprises of,

  • Keynote address and invited talks by eminent persons from academia, research organizations, Government and industry
  • Focused technical sessions on cloud based e-learning, mobile learning, ubiquitous learning, content development, MOOCs, deployment methodologies, standards, accessibility, multimodal learning analytics
  • Show case innovative e-learning applications, products and solutions using emerging technologies namely Artificial Intelligence(AI), Internet of Things(IoT), Blockchain etc.
  • It also provides a platform for the companies, startups to present their e-learning technologies, tools, methodologies, course ware etc


One of the major challenges faced by students in the country is access to quality education. Due to COVID-19 pandemic, many students were not able to attend physical classroom sessions and were compelled to access education through online mode which severely affected quality of education. Also, many institutions were not ready to adopt and adapt to online learning due to limited resources, non-preparedness, lack of training & know how in using e-learning tools.

Today, e-learning is recognized as one of the important technological aid in academic and corporate training world. Major initiatives like Digital Infrastructure for School Education (DIKSHA), Massive Open Online Courses (SWAYAM), SWAYAM PRABHA, National Digital Library (NDL), Virtual Labs etc by Ministry of Education (MoE), are aimed at development of quality content and provide access to educational resources. Efforts are being made to establish high bandwidth network and reach all the educational institutions using National Knowledge Network (NKN) and BharatNet (National Optical Fibre Network). Also, availability of low cost, high performance smart phones coupled with high speed mobile broadband networks (4G/5G) and Wireless Local Area Network (WLAN) provide a unique opportunity for accessing e-learning services at the finger tip of the learner. Also, e-learning is widely used for skilling and capacity building programmes. All the above initiatives aim at providing quality education to educational institutions and individuals and thus achieve universal access to education for all.

At the same time, R&D efforts in e-learning have also gained importance due to high demand for online learning due to COVID-19 pandemic starting from school level to higher education. In order to support online learning and provide seamless access to educational resources, e-learning industry, academia and research community have already developed several tools namely content authoring tools, learning management systems (LMS), mobile based educational apps, intelligent tutoring systems, performance monitoring and progress tracking tools, assessment frameworks etc. However, there are still several issues which require focus and solutions in the area of e-learning. More research need to be done to address issues related to scalability, performance, security, seamless access, immersive experience, personalized learning, content delivery, accessibility and language barriers using emerging technologies namely Cloud Computing, Blockchain, Internet of Things (IoT), Augmented Reality (AR) & Virtual Reality (VR), Artificial Intelligence (AI), Natural Language Processing(NLP) etc.

Recognizing the immense potential of e-learning technologies, Centre for Development of Advanced Computing (C-DAC) with the support of Ministry of Electronics and Information Technology (MeitY), Government of India is organizing 6th National Conference on E-Learning and E-Learning Technologies (ELELTECH-2021) on September 29, 2021 in virtual mode. In the past, C-DAC Hyderabad has organized ELELTECH in 2001, 2005, 2009, 2013 and 2017 respectively.

About C-DAC

Centre for Development of Advanced Computing (C-DAC) is the premier R&D organization of the Ministry of Electronics and Information Technology (MeitY) for carrying out R&D in IT, Electronics and associated areas. Different areas of C-DAC, had originated at different times, many of which came out as a result of identification of opportunities.

  • The setting up of C-DAC in 1988 itself was to built Supercomputers in context of denial of import of Supercomputers by USA. Since then C-DAC has been undertaking building of multiple generations of Supercomputer starting from PARAM with 1 GF in 1988.
  • Almost at the same time, C-DAC started building Indian Language Computing Solutions with setting up of GIST group (Graphics and Intelligence based Script Technology); National Centre for Software Technology (NCST) set up in 1985 had also initiated work in Indian Language Computing around the same period.
  • Electronic Research and Development Centre of India (ER&DCI) with various constituents starting as adjunct entities of various State Electronic Corporations, had been brought under the hold of Department of Electronics and Telecommunications (now MeitY) in around 1988. They were focusing on various aspects of applied electronics, technology and applications.
  • With the passage of time as a result of creative ecosystem that got set up in C-DAC, more areas such as Health Informatics, etc., got created; while right from the beginning the focus of NCST was on Software Technologies; similarly C-DAC started its education & training activities in 1994 as a spin-off with the passage of time, it grew to a large efforts to meet the growing needs of Indian Industry for finishing schools.

E-Learning @ C-DAC

C-DAC has developed a number of indigenous products and solutions for learning management, content management, evaluation and assessment, virtual classroom, collaboration in e-learning domain. Some of them are listed below.

  • MeghSikshak is an advanced e-learning platform which can be used for offering Massive Open Online Courses(MOOC) courses. It supports Sharable Content Object Reference Model(SCORM) based content delivery, Question & Test Interoperability(QTI) based online assessment, discussion forum, certificate generation and other communication & collaboration services.
  • OLabs provides students with the ease and convenience of conducting experiments and learning activities over the internet.
  • Parikshak is an Automated Program Grading and Analysis tool. It allows teachers to conduct programming exams in online mode, with auto-evaluation of student programming assignments, analysis after programming test, etc.
  • E-Basta is a framework for making availability of school books from various publishers to schools in e-book format
  • CCE using Adaptive Learning Technology framework to help teachers manage the complex assessment activities in CBSE schools.
  • e-Saadhya (Saral Anukulaney Adhyayan) is an Adaptable and Accessible e-Learning framework for the children with mild mental retardation and Autism with local language support in three Indian languages Hindi, Telugu and Kannada.
  • OBjective Responses Image based Capture (OBRIC) is a web-based system for processing of objective type tests conducted using specially designed answer sheets.
  • National Online Examination System (NOES) is a robust, fault tolerant, secure and scalable examination system through which examinations can be delivered on an "on demand" basis in selected examination centers spread across the country.
  • EduBOSS - educational variant of BOSS Linux is a full-featured, user-friendly Linux operating system, has educational applications that are useful for schools (primary and higher levels).
  • Process Automation for Competitive Examinations(PACE) facilitates automation of various stages like candidate registration, online application filling, application scrutiny, exam centre allocation, admit card generation, result processing, scorecard generation, choice filling, application scrutiny for admission and seat counseling.
